Creates an attestation record for a skill execution.
Parameters
- skillId: string
  ID of the skill being executed
- executorId: string
  ID of the agent executing the skill
- input: unknown
  Input parameters for the skill
- authorized: boolean
  Whether execution is authorized
- method: AuthorizationMethod
  How authorization was determined
Returns SkillAttestation
A new SkillAttestation record
