AFD Cadre Logique and Results Framework Guidance (seed summary)

Purpose
This seed reference supports retrieval for AFD cadre logique proposal drafting in GrantFlow evaluation runs.
Not an official AFD document. Replace with official AFD evaluation and project design documentation for production use.

AFD project design framework
AFD uses a cadre logique (logical framework) structured as:
- Objectif général (Overall Objective): high-level goal the project contributes to; not directly attributable.
- Objectif spécifique (Specific Objective): primary change the project is accountable for.
- Résultats/Produits (Outputs): goods and services delivered by project activities.
- Activités (Activities): tasks producing outputs.

At each level, the cadre logique specifies:
- Indicateurs objectivement vérifiables (IOV): objectively verifiable indicators.
- Sources de vérification: data sources and means of verification.
- Hypothèses: assumptions at output and outcome levels.

Climate co-benefit screening (mandatory)
AFD applies a mandatory climate marker to all projects:
- Principal: climate is the primary objective (≥50% of project budget targets climate).
- Significant: climate is a secondary objective (climate contributes substantially but is not primary).
- Not targeted: project has no climate relevance.
The climate rationale must be documented with reference to AFD's Climate and Biodiversity Framework.
AFD targets 50% of annual commitments to climate co-benefits.

Gender marker (mandatory)
AFD assigns a gender marker to all projects:
- Principal: gender equality is a primary objective.
- Significant: gender is systematically integrated.
- Not targeted: no specific gender focus.
Markers above "not targeted" require concrete gender-sensitive activities and disaggregated indicators.

French expertise and partnership
AFD projects often involve:
- French public institutions (IRD, CIRAD, BRGM, AFD subsidiary Expertise France).
- French engineering and consulting firms for technical assistance.
- Co-financing with the French Ministry of Europe and Foreign Affairs.
Proposals should identify where French expertise adds specific value (technical, historical, relational).

AFD evaluation criteria
AFD uses OECD DAC criteria adapted for French development cooperation:
- Pertinence (Relevance)
- Cohérence (Coherence)
- Efficience (Efficiency)
- Efficacité (Effectiveness)
- Impact
- Durabilité (Sustainability)

Key drafting checklist
1. Cadre logique is complete at all levels.
2. Climate marker is assigned and justified.
3. Gender marker is assigned with concrete activities.
4. Assumptions are explicit at output and outcome levels.
5. French expertise or partnership role is identified where applicable.
6. IOVs are SMART with baseline and target.
7. Sustainability logic is explicit (institutional, financial, environmental).
