wkharness agent bulletin (shared live steering channel for background agents)

Design for a shared append-only bulletin file that all running background agents reference live, force-fed by a PostToolUse hook (per-agent seq cursor plus @all and @agent addressing). Live counterpart to CLAUDE.md; fills the Bash-launched Agent.cmd background-agent gap that SendMessage does not cover. Enables mid-run persistence nudges, broadcast stop or constraint, clean abort, and inter-agent coordination. STATUS 2026-05-29: PLANNED.
