Recover Korean console after crash reboot
When Korean/Hangul input fails only in console after system crash reboot or Kernel-Power 41, run scripts/recover-korean-console.ps1 before substantive work. It restarts TextInputHost/ctfmon and aligns PowerShell console encodings to UTF-8.
