I am writing in response to your message regarding items #9(b) and #4(c) of request R000873-030926.

Regarding item #9(b) intra-district transfer records, the data I requested is aggregate counts by originating campus, receiving campus, school year, and count. This is not personally identifiable information under FERPA. Aggregate enrollment and movement data that does not identify individual students is not protected by FERPA. TEA publishes campus-level enrollment counts publicly through PEIMS reporting, including out-of-district attribution by campus. A count of transfers between two campuses in a given school year is the same class of aggregate data. I decline the cost estimate at this time. Please produce the aggregate transfer counts as requested. If the underlying source data contains SII, the appropriate remedy is redaction of any individually identifiable information from a report before production, not a blanket refusal of the entire request.

Regarding item #4(c), I asked for the specific Texas or federal statute requiring AISD to report per-pupil expenditure by campus to TEA. A time and cost estimate for items #4(a) and #4(b) does not answer that question. Please provide the statutory citation directly.
