Not a judgement call. With no step that resolves a reference, "no antecedent anywhere in this conversation" was the only sentence that code path could produce. Across all 106 skills, a grep for antecedent, pronoun or deictic handling returns zero matches, so five sibling skills are expected to behave the same way (#3780).
