Hook-protocol compliance ledger → CC 2.1.168 #2268

What src/hooks/src/types.ts models, version by version. This PR bumps the review anchor 2.1.152 → 2.1.168 and records the one new item (2.1.163) — without inventing types.

Why this PR is a one-line comment change: the CC guide confirmed no new hook input / output / event fields landed in 2.1.153–2.1.168. The only hook-relevant change is 2.1.163 — a read-semantics change letting Stop/SubagentStop return the already-modeled additionalContext field. ork deliberately opts out (see stop/unified-dispatcher.ts, #2269). So the types are unchanged; only the ledger date moves.
